The change does not apply to Telstra's NBN customers, even if they are connected to the NBN HFC cable network. All Telstra cable customers now have 5 Mbps upload speeds. I resisted having to change to NBN from my Telstra cable. Existing Telstra cable customers will get either a speed boost or a bill reduction after the fee is scrapped. The same happens for the Cable customers, NBN Co take over the HFC and the Tesltra backened will be decomissioned.

Depending on what type of NBN connection you are on your NBN link might be cable of a higher speed but is limited by the speed tier you are on. Now on NBN, using the exact same Telstra speed test website and script, the results are between 36Mbps and 40,7Mbps. When it comes to NBN, the playing field is pretty level, and at the end of the day, there other other retail service providers who offer the same services for less.
